Certificated Location (CL) application neighbour feedback form

Certificated Location (CL) application feedback form

Feedback on a proposed CL near you

Thank you for taking the time to fill out our proposed CL application feedback form.

Before completing a feedback form you may find the following information useful.

The Caravan and Motorhome Club has the ability to issue CL certificates enabling landowners to run small 5 pitch touring sites, for the exclusive use of our members across the UK and Northern Ireland. This is because we are an exempted organisation under both The Caravan Sites and Control of Development Act 1960 and the Caravans Act (Northern Ireland) 1963.

Our Exemption to certificate CL sites is purely to allow landowners to have 5 caravans/motorhomes on their land without the need for a site licence.  Any development works that the owner undertakes on their land, which may relate to their 5 pitch touring site are the responsibility of the landowner and it is for them to consult with their local authority and submit a planning application if appropriate.  The landowner is directed to the relevant regulatory bodies regarding any services provided i.e. Local Authority / Environmental Health re waste disposal.

If you are an immediate neighbour to the proposed field or have been directed towards this form by our CL Consultant or the applicant themselves, we are keen to hear your comments to help us make an informed decision on a CL Certificate application.  You’ll need the application reference to complete this form.

If you have any questions regarding the proposed location of the 5 pitch site or about any facilities, please speak directly to the landowner about their plans.  If this is not possible, please give us your feedback based on your worst case scenario.

To help, we’ve listed below what the Club considers to be possible material concerns:

  • General access or shared access into the site
  • Highway safety
  • Flooding
  • Land covenants or private road restrictions

Feedback commonly received includes:

Support for the CL in sustaining life in a local community

We don’t consider the following points as material concerns:

  • Loss of view
  • A negative effect on the value of properties
  • Volume of feedback received

The Club will do its best to mitigate any concerns raised before proceeding with an application.

Please note that:

A CL Certificate is independent of the planning process and as such any feedback received will not be shared by the Club.

As a Certificated Location is independent of the planning process, there is no right of appeal should an application go ahead.

Local Authority Environmental Health re waste disposal.

The Caravan and Motorhome Club cannot be held responsible for any other activity or development on the land.
