Provision of actions to extend the availability and improve the quality of debt advice services for European households

INTRODUCTION

 
Thank you for taking the time to respond to this survey on the provision of debt advisory services for households in the EU. Addressing households’ over-indebtedness has the potential to contribute to growth by supporting those currently excluded from economic life due to their over-indebted situation to overcome their debt.

This survey will provide input for the assessment of current debt advisory services and their potential improvement. Under the service contract “for the provision of actions to extend the availability and improve the quality of debt-advice services for European households” (CHAFEA/2019/CP/02), this study aims at:
  • Supporting the European Commission in addressing consumer over-indebtedness linked to credit activities in a more efficient manner;
  • To facilitate the availability of debt advice; and
  • Help spreading the awareness of best practices and address funding and capacity building programmes.
Debt-advice services (also known as money advice or debt counselling) is defined as services which aim to support individuals or households with debt problems. This excludes services of which the main aim is to defend the interests of the creditor or services that are not specifically related to the debt (e.g. mental health services).

The objective of this survey is to collect information on the current debt advice services offered in EU Member States, the costs borne by advisory services as well as potential (societal) benefits of providing advice and the degree to which demands are met. This will enable identifying the potential resources that are needed to improve the availability of debt advice services for households.

It will also aim at identifying potential best practices and recommendations that will feed to a series of training events in Member States, allowing them to learn from each other with regards to implementing effective debt advice.

The data of this survey are treated according to GDPR policy. No personal information will be shared, published or kept for longer than the study period. All responses will be assessed and treated anonymously.
