Why are we asking these questions?
Following a long and fairly extensive engagement process with the voluntary sector, including consultations in both
2019 and
2020/21, the Scottish Government has introduced the
Charities (Regulation and Administration) (Scotland) Bill. The Scottish Government has also now committed to carrying out a broader independent review of charity regulation in Scotland.
The Social Justice and Social Security Committee is now looking for written views on this Bill via both
a detailed consultation and a short survey, with a deadline of 3rd of February for both. In addition, the Finance and Public Administration Committee is carrying out its scrutiny of the Bill’s
Financial Memorandum, and is
conducting a consultation with a deadline of 17th of February.
SCVO will be contributing to both Committee’s consultations. To ensure that we are reflecting the views of Scotland’s voluntary sector in our responses, we want to hear from you, as well as encouraging you to engage with the Committee’s consultations if you see fit. This survey is short, intended give you the opportunity to provide as much, or a little, feedback as you wish on aspects such as the changes that will be made by the Bill, the Bill’s Financial Memorandum, and the scope of a future independent review of charity regulation.
How we will use the findings?
The views and information you provide will not be published but will be a source of valuable input into SCVO’s consultation responses. We would appreciate responses by

This survey should take you no longer than 10 minutes to complete. In addition, Jason Henderson, a member of SCVO’s Policy and Public Affairs Team, is keen to meet online with anyone who has particularly strong views on the Charities (Regulation and Administration) (Scotland) Bill and wishes to discuss them one-to-one.
